This research examines employers’ goals for the employee incentives that they apply to health and productivity programs. Most often, employers encourage participation and, less frequently, behavior change and outcomes. Perhaps this reflects the relative ease employers have in measuring participation versus outcomes. This proportion continues, however, even for disability management programs where lost-time and return-to-work outcomes should be relatively easy to measure.
